Michael P Vaughan
Michael works with developers, lenders, local governments, utility providers and provincial agencies. His persuasive approach brings results, and is based on his many years of experience working as a local government manager, lawyer, educator, architect and planner. He first aims to bring the parties together through consultation and cooperation, pursuing other remedies only where necessary.
Michael’s work includes structuring, documentation and obtaining approvals for initiatives such as development agreements, rezoning, utility and servicing agreements, and subdivisions including strata subdivision. He also advises on local government administration matters.
For several years Michael was Vice‑President, Special Projects of a company involved in the structuring, planning and project management of resort properties and mainly ski resorts. As a result of this work he is knowledgeable in all aspects of land use matters, resort village planning, the environmental assessment approval process, procedures for negotiating with local stake holders and governments, the financing and business structures used to develop resort areas and the BC All‑Season Resort Policy.
Michael was the Municipal Clerk at the District of Sechelt for over five years and prior to that practiced in the municipal law area with another Vancouver law firm. Michael was also the principal instructor in municipal law for 20 years at Capilano University, under its Local Government Programs, teaching local government managers and other employees throughout the Province. While there, he also received a Certificate in Local Government Administration..
Prior to going to law school, Michael was a planner with the City of Vancouver and also worked on new town centres in Hong Kong and resort development in the Caribbean.

Michael has presented papers to the municipal law section of the Canadian Bar Association- BC Branch, the Pacific Business and Law Institute, the Mortgage Investors Association of BC and the BC Recreation and Parks Association. He was also an advisory committee member on the BC Resort Strategy and on the CBA advisory review committee for the Community Charter.
